Looking for a christmas cartoon in the 80's on British tv with the song 'God rest ye merry gentlemen'.

It was about a short short man with a dog. And he put on socks at the start of the cartoon and sort of tumbled backwards. I think it didn't have actual voices- just music over the top maybe. Then there is this other character who is very tall who is dressed as Santa outside a department store and pretending to collect for charity but he is actually a thief and is stealing from people who give him money. They have a bell ringing contest- loudest one. Then the short mans dog growls at tall guy who gets his foot caught in the pot and can be seen in the distance while the shot is focused on the short man. It definetly has the song 'God rest ye merry gentleman' in it. At the end they all have a get together and the thief gives a teddy to a kid. For some reason I recall a red chest of drawers. I remember this cartoon every christmas and always wish i could remember what it was so i could watch it again!!! or buy it even!

I'm pretty positive that what you've described is called "Ziggy's Gift." This animated Christmas special is based upon the newspaper comic strop "Ziggy" by Tom Wilson. There is a DVD available on Amazon.com (see link provided below), although it is in the NTSC format.
